- Abstract
Tunnecliffe was a member of the Tocsin group, a socialist left group within the Labor Party in Victoria in its early years. The point of this pamphlet was to examine the operation of state and municipal enterprise in Australia and elsewhere to reveal that communal management not only provided better wages and conditions for its employees but was in fact much more efficient and less wasteful of resources than private enterprise.
